In general, I would say they are very close and Resize adds a bit more contrast (sharpening) as a default. Topaz Gigapixel AI is on sale right now get it even cheaper only 67.99. The attached images have a watermark over the Gigapixel image so one has to assess other areas. NR could always be added when integrated into On1 PR. While one can add additional sharpening, I chose not to and left the defaults. I did find that for specific images, one model usually performed better than the other.
